

March 21, 2025 – The Neptun Deep project, Romania's largest natural gas development in the Black Sea, is progressing significantly with key contracts awarded to industry leaders. OMV Petrom and Romgaz, the project's main investors, are committing up to €4 billion to develop the offshore gas fields Domino and Pelican Sud, aiming to transform Romania into the European Union's top natural gas producer.
Saipem S.p.A.: In August 2023, Saipem secured a €1.6 billion contract to provide engineering, procurement, construction, installation, and commissioning (EPCIC) services for the offshore facilities. This encompasses management, engineering, procurement, fabrication, assembly, maritime transportation, installation, testing, and commissioning of the project's infrastructure.
Transocean: In December 2023, an agreement valued at approximately €325 million was signed for the semi-submersible drilling rig Transocean Barents, slated for a minimum duration of one and a half years. This state-of-the-art rig is scheduled to commence mobilization to the Black Sea towards the end of 2024, with drilling activities planned for 2025. A total of 10 wells are to be drilled.
Halliburton Romania: A €140 million contract was awarded to Halliburton Romania for integrated drilling services, including cementing, directional drilling, and well completions. Halliburton's international and local experience in Romania will be deployed on a wide range of services such as cementing, directional drilling, and well completions.
The development plan includes drilling 10 wells—six in deep water (~1,000 meters) and four in shallow water (~100 meters)—installation of three subsea production systems with associated flow lines, construction of a shallow water offshore platform (~100 meters deep), laying a main pipeline to the shore (~160 kilometers), and establishing a gas metering station at Tuzla.
